A few weeks ago, the Council of Orientation for Employment, authority of reference as regards employment which gathers all the actors of the job market, adopted about fifty emergency proposals to save companies in difficulty, to support SME and to face the effects of the crisis on employment. The vast majority of these consensual and strong proposals was quickly translated in the facts, as well on the initiative of the Government as to that of managements and labor. They showed each one a great reactivity and of one pragmatism to the height of the stake.

A whole chapter of the proposals of the COE remains to date in fallow. It is devoted to the implementation of the social responsibility of the companies and to the actions of revitalization of the territories in the event of social plan or closing of site. It is damage, because these proposals were adopted by the whole of the actors of the job market, and in particular managements and labor. Especially, the toughening of certain social conflicts related to closings of site, as worrying as foreseeable, comes to point out the urgency to act. The frightening impact of certain industrial disasters, as well for the people as for the territories, raises a question of justice indeed. It raises also the question of the future.

Justice, initially. The toughening is not born everywhere. It emerges because we did not know to settle upstream certain basic problems. The responsibility for the clients with regard to the subcontractors. Governorship of the companies mondialized in the decision-making centres as anonymous as remote. But the toughening also develops when seems exceeded the limit of the acceptable one, when the relationship between compensation and damage appears to the future bachelors like too unbalanced. Because wrongly or rightly, they estimate that their chances to find an employment are thin even null. That their engagement with the service of the company deserves better than the legal and conventional allowances, when in the press astronomical remunerations of some big bosses circulate. There is, especially, the loss of confidence in the future, in certain territories where the prospect to find itself to the RSA appears more certain than that of the installation of a new company and the creation of new jobs.

If we want to make prevail justice and confidence in the future, we should not leave the question of the conditions of the job loss of being regulated locally and blow of gas bottles. One needs a clear debate, at the national level, on what is equitable and what is not it, on what is possible and what is not it, on the means which must be respectively devoted to the compensation and the accompaniment towards a new employment. And if we want to prevent that basins of employment are transformed unrelentingly into basins of unemployment, he is necessary to re-examine without delay our devices of revitalization.

On these two stakes, the Council of Orientation for Employment made significant proposals, which deserve implementation a fast.

The Council estimates thus that in the event of complete closing of a site or an establishment, which implies an increased damage and additional difficulties to find an employment, the duration of the leave of reclassification, ranging today between 4 and 9 months could be wide up to 12 months. It is besides the duration which was appointed for the professional transition contract. And that as long as the crisis will last. During the current period, the economic and social responsibility for the companies must play full, with the measurement of the undergone damage. In the event of closing of site or social plans engaged by great groups on several sites or basins of employment, the contribution required of the companies to the title of revitalization could be raised.

But especially, let us be more effective. Too much often, the actions of revitalization intervenes too late. They are dispersed too much. They do not associate all the actors. To start again the activity, let us act without delay by authorizing the signature of conventions of revitalization with the prefects as of the first briefing/consultation of the work's council, whereas months should be waited today. Months when one concentrates exclusively on the dismissals whereas the priority would be to create new jobs. To finish some with powdering, let us mutualisons the efforts of revitalization on the level of a basin of activity when several companies close or lay off. And let us use with better knowledge the sums perceived by the State within the framework of the application of the obligation of revitalization: they could be directly fléchées towards the Funds of social investment rather than addressed to the Treasury. At the time of the last Council of Paris, Bertrand Delanoe and his assistant in charge of the inheritance refused to adopt our expect wish that the Mayor of Paris would request of the Minister for the Culture the protection of the Montsouris Farm under the mode of the historic buildings.

It is with a voice close the PS made failure with our wish, which had however received the support of Rene Dutrey (Greens).

It is allowed to wonder about the reasons which once make that after being itself committed, at the time of the countryside of the local elections, to save the Montsouris Farm the Mayor of Paris prepares, the elections passed to deliver a licence to demolish with a promoter who wants to make a real estate transaction on the site.

The wish of the PS, adopted by the Council of Paris, is indeed a monument of hypocrisy, making it possible the Town hall to satisfy the promoter while deferring the fault on the Ministry for the Culture.

The silence of the Mayor of XIVème, very as much as the words of the assistant in charge of the inheritance, however elected of XIVème, leave also perplexed.

A call to the Mayor of Paris: Protect and save the Montsouris Farm!

The site of the farm of Montsouris and the career of the way of Port-Mahon, street of Falls-Issoire forms integral part of the Parisian historical heritage.

The underground career is already protected under the historic buildings, but the Montsouris farm is not it yet. It is however the last of the farms of city, which amounted formerly per tens in Paris.

Of this large farm, in addition to a vast barn/cattle shed, remain the building which was used as entry with the exploitation with its porch, a small house where the cowherds and finally the farmyard placed. These elements are surrounded by maisonnettes known as of suburb. The unit was preserved real estate transactions of the twentieth century.

However, since the death of the abbot Keller, his former owner, in 1986, these 2.700 m ² were the subject of several tens of requests for licence. Never one of these licences was not concluded by least construction.

On the other hand various destruction was to be regretted (on 30, rue de la Tombe-Issoire, in the court of 28, rue de la Tombe-Issoire and the back court of 15, villa Saint-Jacques in particular).

One 1st promoter, the GFF, was baited to want to build in the Eighties and Nineties. Not reaching that point, it made cancel the sale in justice, asserting that the operation was not, in the final analysis, realizable because of the classification historic buildings of all the ground.

A second promoter believed that it could succeed, where the GFF had failed. He did not succeed more.

Meanwhile the buildings, left with the abandonment, squattés, then relaissés with the abandonment, are degraded year by year.

At the time of the last countryside for the municipal elections, the list which I represent was engaged to save this element of inheritance. But we were not only: the list led by Pierre Castagnou was also committed there.

The moment had assumed its responsibilities and had just made the decisions which are essential. It is necessary to finish some with this situation where buildings, single for the history of the capital, are damaged unrelentingly and where the impotent residents undergo a slow degradation of their environment.

By this wish, Marie-Claire CARRERE-GEE asks the Mayor of Paris to request the ministry for the Culture in order to place the whole of the site (26/30, rue de la Tombe-Issoire and 15/17, villa Saint-Jacques, Paris 14th) under the protection of the mode of the historic buildings.

He also asks him, in accordance with the commitments entered into by the current municipality, to acquire and restore the site of the Montsouris Farm.

Question: Why the Council of orientation for employment did engage a reflexion on mobility?
At the time of his work on the security of the professional paths and professional training, the Council of orientation for employment (COE) made the report of a very compartmental knowledge of the trajectories of the employees. As many we have rather precise photographs as much from what occurs at one time given on the job market, the follow-up individual courses is still lacunar. However it is fundamental to have a clear and total vision mobilities, in particular to develop guarantees which are not strictly any more related to the work contract in order to make safe the professional paths.

Question: The question of mobility is still an initiative. Doesn't the government thus call enough upon you?
Sasines and initiatives are complementary. The Council of orientation for employment is young but is, since its very first the work, imposed like the authority of reference as regards employment, which crosses expertise and social dialogue. In addition to the continuation of work on the causes of the unemployment engaged by Raymond Soubie when it chaired it, we answered three governmental sasines: the conditionality of reductions in charges and the SMIC, professional training and the RSA. We are also autosaisis of three subjects: mobility, school and professional orientation of the young people and emergency measures for the employment which the crisis calls.

Question: Concerning this last subject, the government already took measures and managements and labor decided to open a negotiation. What brings your proposals?
These proposals come to feed the reflexion of the public authorities and managements and labor. Our mission is to provide them toolboxes passed by the sieve of the social dialogue. The force of the COE, they are its members, their expertise, their experiment. It gathers all the actors of the job market: representatives of the State, managements and labor, qualified personalities.

Question: Doesn't the need for obtaining a consensus lead you to be too careful? You ultimately did not propose a right to veto of the prefect on certain social plans, nor an easing of the CDD
Our objective was to provide operational and consensual proposals within times imposed by the crisis situation. Like the precedents, our opinion to the emergency measures on employment comprises very precise and very strong proposals. It is in particular the case with regard to the revitalization of the basins of employment and the assistance with reclassification in the event of reorganization or on the employment of the young people.

Authority independent of expertise and dialogue on employment, the Council of orientation for employment (COE) gathers managements and labor, of the experts, the representatives of the State, the local government agencies. It decided as of January to think of the manner of supporting employment in this context of crisis. The report/ratio which results from this proposes consensual and effective ways of passage, specifies Marie-Claire Carrère-Gée, the president of the COE.

The Council of orientation for Formula One employment a set of measures intended to support employment. What do they aim like objective?

Does the nomination of police chiefs to the reindustrialisation go in the good sense?
It is an excellent initiative because that makes it possible to coordinate the action of very diverse administrations and to make it more effective. The local level, with a person having a true authority, is very important, all should not go up towards Paris. It is necessary to be able to intervene and decide very quickly.

Which continuations for your proposals in favour of employment?
Our objective was to provide the decision makers - State and managements and labor - a toolbox most complete, most operational and most consensual possible in their action against the crisis. It is at their disposal. N

It also rewards sincere and major European engagement for our candidates and the credibility of their will to act. Especially, the vote comes to show all the adhesion of the Frenchwomen and the French to the action of the President of the Republic at the time of the French Presidency of the European Union, marked by the prompt responses, concrete and effective brought to the crisis géorgienne as with the financial crisis, like by the considerable successes obtained on the package energy-climate.

Our score engages us. It is a great responsibility with respect to the Frenchwomen and for the French.

In our district, the Socialist party essuie a demolished cuisante. The new political power struggle constitutes a reward for all those and all those, elected officials and militants, who engaged without counting at my sides since more than one year, to which I address my thanks and my congratulations.

This result represents also a hope for the continuation. Not, the 14th district is not a fortress of the left. It is not either, as the press tended to affirm it, the stronghold of such or such: the collapse of the Modem in the 14th district, after its very bad score of the local elections, comes to show that the électrices and the voters could not guarantee a negative and sterile political commitment which finishes always in the same way: the election of only one person, the chief candidate.

 

 

 

During the crisis, the wars of currents continue to the PS far from the concerns of the French.

 

Last example in date: the closing of the social centre Maurice Noguès, avenue of the Door of Vanves. Opened for one year, it had constituted a place of privileged exchange, proposing to the children, to the young people, to the seniors of the very varied activities. This social centre could have become exemplary, but nothing made there: according to the Parisian one, quarrels of people, relaying internal quarrels with the PS, will have been right of this equipment whose opening had been sign of hope for a whole suffering district of deep social difficulties.

 

An immense waste, which we denounce at the sides of the inhabitants legitimately revolted in front of such an amount of inconsistency.

Last Saturday, the Council of district proceeded to the election of a new mayor.

In accordance with the commitments which I had undertaken in front of the voters here less than one year by leading the list of union of the right-hand side and the center, I naturally presented my candidature at the time of this poll. It was indeed legitimate and necessary that the municipal opposition is present at the time of this important moment for our district.

A strong, welded, constructive and dynamic opposition, representing the interests and the aspirations of the inhabitants of 14th. An opposition which incarnates a hope for the future.

Pierre Castagnou, with the memory of which we paid homage, symbolized this so particular character of the municipal election. Its personal equation, its engagement with the service of the inhabitants of 14th, his simple and cordial contact had a decisive role in the results of the last legislative and municipal elections. Pierre Castagnou had the popular legitimacy of those which conduct the campaigns and go on the ground to the meeting of the inhabitants.

With designation, by the authorities of the PS, of Pascal Cherki like future mayor of 14th, exchange in our district gives it. With a personal legitimacy, acquired at the price of a keen work and long time, a choice purely in favour succeeds indeed, a purely internal choice with the PS, well far from the daily newspaper of our district.

The designation of Pascal Cherki, a man with the left of the left of the socialist party, reflects perhaps well the new ones and fragile balances within a PS torn by the Congress of Rheims. But to in no case the taking into account of the aspirations of the inhabitants of 14th.

For much of young people, the difficulties of professional insertion find their origin in a missed orientation. An orientation which sufficiently did not take account of their aspirations, their competences and concrete professional outlets of the followed studies.

It is to fight against this immense waste human, social and economic that the Council of Orientation for the Employment, which gathers managements and labor and, beyond, all the actors of the job market, decided to seize the question of the school and professional orientation. And to make specific proposals to finish some with an orientation too often undergone, chopper, by the failure. An orientation which rather worsens the social inequalities and geographical than it does not compensate them. An orientation which can carry out in the wall by the absence of outlets.

Between the illusion of a perfect adequacy of the system of formation with the structure of employment, and the current dead end where too many young people are locked up, it is possible to build a service who opens prospects with all the young people, and not only with those which succeed at the school or which live in a home environment or geographical favorable. Prospects for studies or training; professional prospects, by taking care that the courses proposed lead truly to an employment; prospects which can finally respect the aspirations of each one.

For that, the State must give itself the means of returning the offer of more transparent formation for all. It appears essential to us that each pupil receives, before engaging in a die, accurate informations and reliable on becoming to it former students. How much have an long-term employment? How much galèrent by connecting precarious employment? How much are with unemployment? And that to be able to choose in all full knowledge of the facts. In addition, the offer of formation must be made more readable for the students and the companies which recruit: it is necessary to translate to the maximum the diplomas into terms of competences, and to gather under the same label of the formations to which the contents are very close.

The offer of formation must as be made more reactive as today with the evolutions of employment. We propose the installation of an alarm procedure for all the formations whose rates of success and rates of professional insertion of the graduates are not satisfactory. And that so that the State and the areas draw some, if necessary, all consequences to constantly improve the offer of formation and to make so that it remains relevant. As the choices as regards initial training tend to register the young people in a quasi irreversible way in a given trajectory, we want to also arrange more footbridges between the dies of formation and to allow more return tickets between formation and employment.


Then, it is necessary to give oneself the means of making the surer choices more open and courses. More opened choices, while registering with the timetable of the pupils, the Fifth to Final, the one day equivalent per quarter of discovered activities, trades and formations. By also instituting a help with mobility, by building more boarding schools and by developing the offer of transport, to finish some with these situations as absurd as unjust where the young people resulting from modest milieus see their choices constrained by an offer of local formation which necessarily does not correspond to their aspirations, of a solution of transport and an accessible lodging. To make safe the choices of orientation of the young people, the high-school pupils who wish it must see themselves proposing anonymous aptitude tests to evaluate their chances of success in a die. And each student must be able to profit, in first year of licence, of a module of construction of the personal project and professional (discovery of an economic sector, of a trade, methodology of drafting of CV and covering letters, preparation with the talks of recruiting). Lastly, for each last year of course, it will be necessary to make compulsory an in-company training, in an administration or an association, and to develop modules of teaching in alternation.

In its proposals, the Council of Orientation for Employment also wanted to reaffirm that it is difficult to make orientation without careers advisers. The psychological careers advisers are approximately 3500, for more than 5 million pupils in the second degree, that is to say a ratio of approximately 1500 pupils per professional. It is insufficient, it is necessary to start again recruitment. And to diversify the pallet of competences, by extending it to other profiles that of psychologist, with for example of the economists, the pedagogues or the professionals having experience of the company. And because, if you forgive this bad pun, it is currently the orientation system itself which is disorientated, we propose that structures of coordination gather, at the regional level, the many actors of the orientation who act today too often within a dispersed framework. We also wish to support the emergence of places of reception of the general public clearly identified by a national label, gathering these various actors of the orientation and insertion, on the model of the cities of the trades. We wish finally that is installation a telephone platform of information and orientation, public and free.

None of these proposals is with it only revolutionary and yet, if all are implemented, it will be a revolution: a revolution in the service rendered to the young people and to their families, a revolution in the manner of apprehending the bonds between education system and work world, a revolution, in the long term, for the employment of the young people in our country.

The Council of Orientation for Employment is an authority independent of social dialogue and expertise which gathers all the actors of the job market: all representative trade-union confederations, employers, representatives of all the administrations and public services in charge of employment as well as territorial collectivities, economists, DRH, and experts.

Marie-Claire CARRERE-GEE, adviser of Paris and leader of the municipal opposition in the 14th district, learned with much sadness the death Pierre CASTAGNOU, mayor of the 14th district.

Marie-Claire CARRERE-GEE very greets her engagement of long time and great proximity to the service of the inhabitants of 14th. The personality of Pierre CASTAGNOU, his simple, cordial and attentive contact will have marked the life of the 14th district.

Marie-Claire CARRERE-GEE expresses her solidarity towards her family and her close relations, of which it shares the sorrow.

Cleanliness is degraded in 14th. In many districts, by looking at the pavements, one could think that one is not in a capital city of a large developed country, or although one is not at the 21st century! This is why we proposed, at the time of the last Council of district, that the Town hall devotes one of the pages of the municipal newspaper to a great investigation near the whole of the inhabitants of 14th, street by street, district by district. Here is an initiative which would not have cost a centime and which would have made it possible to the Mayor, provided that it wants to act, to improve the service rendered to the inhabitants. Refusal of the Mayor. Basing itself on a survey carried out near 250 inhabitants of 14th (you read well, 250), he affirms without laughing that 14th is increasingly clean and that it is not necessary to take an initiative of scale!

Here the wish which we presented Monday November 17 during the meeting of the Council of district, intended to loosen a little the constraint which weighs on the parking in 14th:

The Council of Paris adopted on April 21, 2008 a wish inviting the Mayor of Paris to seize the Prefect of police so that can be tried out the residential parking of night on the surfaces of deliveries, in all the districts of Paris where measurement would be relevant, and in dialogue with the organizations of professionals, in accordance with the Charter signed with the latter.

This experimentation however was limited to 3rd and 17th districts of Paris.

The 14th district, like all the districts of the capital, is confronted with difficulties of parking of surface.

The 14th district presenting all the characters of relevance to make the object of such an experimentation (except contrary demonstration of the municipality), and the general interest ordering that one applies any measure likely to render a service to the inhabitant without compromising the interest of the community, the Council of the 14th district expresses the wish that the Mayor of Paris takes the fastener of the Prefect of police so that the experimentation in progress authorizing the parking on the surfaces of delivery in evening at night saturdays, Sundays and bank holidays, is extended to the 14th district.

This wish was adopted unanimously.

Reports/ratios of experts, reports/ratios erudite, right reports/ratios on the orientation: there exists much about it, the cupboards of the State abound in it. With the passing of years, all the authorities of State education, its inspectors, the experts gave all their vision of the things.

The innovation, which should not be one about it, it is that for the first time, an institution in charge of employment, the Council of Orientation for Employment, seized itself of the question. If we decided to lean us on this subject which is beyond the strict borders of the job market, it is for a simple reason: at the base of the difficulties of professional insertion of the young people, there is often a bad orientation. An orientation which sufficiently did not take account of the desires, competences and the talents of the young people. An orientation too little in phase with the job market and its evolutions.

The other innovation, it is that the Council of Orientation for Employment chose to limit its investigations to the analysis of the words of experts either only to that of the institutional expressions. It decided to call on those which live the orientation, with those which act, with those which undergo too. And that by setting up a Forum Internet open to all, the young people as with their parents. The cost of a bad orientation, for the young people and their family, is so considerable that the rough account their experiments deserves to be heard. We also chose to request its point of view from the educative community.

Each one being given the word, success is with go: 15.000 consultations, more than 400 contributions. They recall, sometimes on a vehement tone, that the BABA of what the company should offer to each young person at the moment when it prepares to be directed towards a die, namely of the accurate informations and reliable on the success rates to the examinations, on the professional prospects in the short and medium term, or the fate of the former students, is not always assured. They reveal that the orientation is a formidable catalyst of social inequalities and geographical. They show all the anguish of young people and sometimes their anger.

The messages published on the Forum also reveal a faintness at certain professionals of the orientation. They consider that strong the critics who are addressed to them are unjust it has successful orientations there and fear reforms which would be done with their costs.

But the contributions of the Net surfers also invite to pragmatism and to refute any systematic mind. Because they clarify all the complexity of the orientation, in all its dimensions: which information to place at the disposal them young people and how to guarantee its relevance? which council to offer? how to make sure that competences of the young person are adapted to the success of its project? .

Obviously, beyond the analysis of the contributions of the Forum, the Council of Orientation for Employment will make as with accustomed his honey of all the scientific work. He will hear the experts. He will discuss like always with the concern of carrying a word and proposals specific and consensual. But in a few weeks, when it submits his report to the Prime Minister, each one of its conclusions, each one of its proposals will be also based on your word.

The period is favourable so that they are implemented, the Government expressed its strong intention to act. Let us not miss this occasion to improve the things. The Council of Orientation for Employment is an authority independent of social dialogue and expertise which gathers all the actors of the job market: all representative trade-union confederations, employers, representatives of all the administrations and public services in charge of employment as well as territorial collectivities, economists, DRH, and experts.

For the president of the Council of orientation for employment (COE), it is necessary to put an end to a system where the vocational guidance of the young people is synonymous with course of the combatant, even of galère for the young people as for their parents! The role of the COE is to find solutions with managements and labor to improve employment. This subject is essential, because it touches the young people but also the adults, who from now on are brought to change orientation throughout their life. The partners of the consultation, impetus today and until December 5, are Le Figaro, letudiant.fr, fun radio.fr, france5.fr and its Web tele educational curiosphere.tv. By a presence without fault with the Council of district, a work of ground and a permanent contact with the inhabitants and social fabric, we invested ourselves for:

- to guarantee a local democracy with the service of all and respectful of the Right;
- to support the culture, in particular in the defense of the Workshop Boul' art, put in danger by the municipal projects, of the cinema Denfert and the Academy of 14th;
- to inform the population and to fight the return to a town planning of bars and turns in our district, which is a social misinterpretation, financial and ecological,
- to support a project of boarding house for people without residence, engaged by inhabitants of 14th, stupidly called into question by competitions of technocrats,
- to relay and defend the cause of hundreds of tenants of social housing, soon constrained to leave their housing if the City does not reconsider its decisions.

On each one of these major subjects, as on the more current files, we proposed solutions constructive and carrying future. They often encounter logics partisanes that, for our part, we show knowledge to exceed when the general interest is concerned.

This assessment of stage and the reactions which our engagement causes consolidate our determination to be acted for you and for 14th.
